Decoy

          Police forces all over the world use decoys. These decoys sometimes spend months working undercover. They work covertly and must avoid being identified as decoys. The word "decoy" has several meanings. Hunters sometimes use fake ducks to trick animals to go to the fake duck so the hunters can shoot the animals. These fake ducks are decoys. But decoys can also mean policemen pretending to be something else. In recent weeks the Hong Kong police used decoys who pretended to be protesters by wearing black clothes and facemasks. The police decoys worked undercover to identify and arrest the most violent protesters.

          To work undercover means to work secretly to obtain information. The adverb "covertly" has a similar meaning. It means secretly or in a hidden way. When protesters and the media eventually realized police decoys had posed (pretended) as protesters, the police had to own up. To "own up" means to admit something. Even though police forces around the world use decoys, many people have criticized the way the Hong Kong police used decoys to pose as protesters. There is suspicion the police decoys deliberately used violence so that the protesters would lose public support. The police have denied this but many people no longer believe the police.

          Some critics also say police should not use decoys to pose as protesters because undercover cops (slang word for police) are normally used to infiltrate criminal gangs such as triads or the Mafia. The word "infiltrate" means to become a member of a group, especially a criminal group, to secretly get information about the group. The Mafia is a criminal secret society which originated in Italy. It later spread to the US. Critics say the Hong Kong anti-extradition protesters are fighting for a purely political cause. They are not like triads or the Mafia, which are criminal gangs, not political groups. The undercover cops who infiltrate criminal gangs do not arrest gang members right away. They collect evidence. Arrests are made later.

          世界各地的警隊都會使用喬裝誘捕(decoys)手段。這些喬裝警(decoys)有時會花上以月計的時間做卧底(undercover)。他們會暗中(covertly)行事,必須避免被發現是喬裝警(decoys)。Decoy有好幾個意思,狩獵者有時會用假的鴨子,誘騙動物去假鴨處,狩獵者就可以射擊動物。這些假鴨誘餌就是decoys。然而,decoys也可以解作警員喬裝成其他身份的人。在最近幾個星期,香港警方就用了喬裝警(decoys),穿着黑衫和面罩等去裝扮成示威者。喬裝警(decoys)做卧底(undercover)去辨認和拘捕最暴力的示威者。

          To work undercover即是秘密行事以獲取情報。副詞 covertly的意思亦相近,即秘密地、偷偷摸摸地。當示威者和傳媒最終知悉有喬裝警(decoys)冒充(posed)示威者時,警方不得不own up。To "own up"的意思就是坦白承認。即使世界各地的警隊亦有用上喬裝警(decoys),許多人也批評香港警方使用喬裝警(decoys)冒充(pose)示威者的做法。有人懷疑喬裝警(decoys)刻意使用暴力,好令示威者失去公眾支持。警方已經否認這個指控,但許多人已不再信任警方。

          有些批評者亦說,警方不應該用喬裝警(decoys)去冒充(pose)示威者,因為卧底警察(undercover cops;cops是警察的俚語稱謂)一般是用來潛入(infiltrate)犯罪集團如三合會或黑手黨(Mafia)。Infiltrate是指滲入或潛入一個集團,尤其是犯罪集團,去暗中搜集該集團的情報。The Mafia即黑手黨,是源自意大利的一個秘密犯罪集團,它後來延展至美國。批評者說香港反引渡條例的示威者是純粹為着政治原因而抗爭,他們不像三合會又或黑手黨(Mafia)般,後兩者是犯罪集團而非政治團體。潛入(infiltrate)犯罪集團的卧底警察(undercover cops)也不會立即拘捕犯罪集團成員,而是去搜集罪證。拘捕行動是之後才做的事。
