"Bombshell"、 "Jubilant" and "Secession"

          Last Friday's bombshell from Beijing shocked many Hong Kong people. The pro-government camp applauded the bombshell with jubilation but the opposition camp condemned it as the end of one country, two systems. The word "bombshell" used this way means a sudden and often unpleasant piece of news. Last Friday, the central government announced it would impose a new and very strict national security law in Hong Kong without the law first being approved by the Legislative Council. The law even allows China's national security agencies to be stationed in Hong Kong. The pro-Beijing camp was jubilant. It said Beijing had to impose such a law because Hong Kong had failed to do it on its own due to fears the law would erode freedoms.

          The word "jubilant" means great happiness because of success. But the opposition camp said the law would destroy Hong Kong's freedoms. US Secretary of State Mike Pompeo said the law would be a death-knell for Hong Kong's high degree of autonomy. The word "death-knell" means the repeated sounding of a bell to mark someone's death. But used this way it means the warning of the end or failure of something. The new law is intended to protect China's national security by preventing secession, subversion, terrorism, and foreign interference in Hong Kong. The word "secession" means withdrawing or separating from something, especially a country. China insists such a law is needed because a small number of people have called for Hong Kong independence.

          The word "subversion" means the act of trying to destroy or damage the system of government. China says last year's anti-government protests were intended to destroy or damage the Hong Kong government, which would threaten national security. China also claims Western countries had helped the protesters and a law was needed to prevent foreign interference. The protesters denied they had received any money or help from foreign governments. The opposition insists there is no need for the new law because Hong Kong already has similar draconian colonial-era laws. The word "draconian" means excessively tough and severe.

          上星期五北京投來的「炸彈」(bombshell),震驚了許多香港人。建制派陣營為這爆炸性消息(bombshell)鼓掌歡騰(jubilation),反對派則譴責它為「一國兩制」的結束。Bombshell在這裏是指突發且多是令人不快或驚人的爆炸性新聞。上周五,中央政府宣佈它會在香港實施一條新和非常嚴厲的國安法,不須經立法會先行審議。這條法例甚至容許中國內地的國安機構進駐香港。親北京陣營一片喜氣洋洋(jubilant),說北京需要實施這樣的法例,因為香港憂慮法例會損害自由,一直未能自行立法。

          Jubilant一字是指因為勝利而歡呼雀躍。然而,反對派陣營則指,法例會破壞香港的各種自由。美國國務卿邁克‧蓬佩奧則說,國安法會成為香港高度自治的 death-knell。Death-knell是指宣告某人死亡的喪鐘,但在這裏是指某事告終或破滅的訊號。新法例是計劃保障中國的國家安全, 防止香港有任何分裂國家(secession)、顛覆國家政權(subversion)、恐怖主義,及外部勢力干預。Secession是指脫離某物,尤其是從國家中分離出來。中國堅持這樣的法例是必需的,因為有一小撮人高喊要求香港獨立。

          Subversion是指意圖顛覆或覆滅政權或政制的行徑。中國說,上年的反政府示威就是意圖摧毁香港政府,而這會威脅到國家安全。中國也聲稱西方國家有協助示威者,因此需要一條防止外國勢力干預的法例。示威者否認他們有收受過外國政府的金錢或協助。反對派堅持不需要新國安法,因為香港從殖民時代以來已有類似的嚴苛(draconian)法例。Draconian是指苛刻的、嚴厲的。中譯:七刻
