Mao Zedong, the first chairman of China’s Communist Party, said many things which became famous quotations. A quotation is a group of words said by someone that others repeat. Quotations by well-known people become famous if they are repeated often by others. A book of Mao Zedong’s quotations was first published in 1964. It was nicknamed the “Little Red Book” because of its small size and red colour. One of his famous quotations was “Political power grows out of the barrel of a gun”. It means political power comes from weapons and the use of force.

Although the world has changed since he said this, political power still grows out of the barrel of a gun. The US, China, and Russia have the most political power because they have the most weapons. But political power also comes from having the right to vote. The world saw that recently when Myanmar was allowed to vote in a democratic election. This put political power in the hands of Myanmar citizens. They used it to give an election victory to Aung San Suu Kyi’s political party. We recently saw Hong Kong’s young people put political power into their own hands by registering to vote. They used their votes in the Legislative Council by-election to give political power to 24-year-old Edward Leung Tin-kei of Hong Kong Indigenous. He came third out of seven candidates with 66,000 votes.

Hong Kong’s minority groups often complain of discrimination by the general public, government, and some political parties. A minority group is a small group of people who are different from the general public. Hong Kong’s gays and lesbians and South Asians are minority groups. Recently, the Liberal Party’s Dominic Lee Tsz-king used crime figures in a misleading and racist way in political posters to make people think asylum-seekers are rapists and murderers. This has hurt Hong Kong’s South Asian minority group because most people wrongly think all asylum-seekers are South Asians. Registration for September’s Legco election will end on May 2. Minority groups can fight discrimination and people like Lee Tsz-king by registering to vote. This will put political power into their hands.

(Political power grows out of the barrel of a gun),意思就是政權是出於武器和武力。

即使他說這話以來,世界已大變,政權還是出自槍桿子裏(political power still grows out of the barrel of a gun)。
