上週我去了一個FB@KAS.RECAP氣候活動 "The role of Asian cities in global climate diplomacy" 主要是比較香港和新加坡他們在氣候問題上的努力.   背後基金會http://www.kas.de/recap/en/是全球知名. 香港組織者是香港環境管理協會」（EMAHK-http://emahk.org)

最讓我失望的是有評論新加坡總是聲稱被兩國（馬來西亞和印度尼西亞）包圍, 但總是在氣候討論來到前排.香港一向聲稱背靠祖國, 但總是在氣候討論退到後排. 某某甚至說香港交易所Charles Li "turned down"他做碳排放 quota交易的建議,但現在"澳門街"邀請他開始做.一位德國人評論說創新措施和工具不妨首先與一些中國新興城市達成協議, 然後將結果帶到香港

這使我回想起一個老故事. 香港回歸前,中华人民共和国与南韩未建交時代,南韓有一些政客旅遊到港, "老安"人腳不齊 (回歸前), 條線從老外旅遊公司 pass 到粵 X旗下X泰旅遊社跟進--"老安"敦促X泰辦事人做好工作. X泰辦事人 as first/second generation of the Chinese tourism was actually  from"diplomacy training"
(a litte secret HKers might not know) He ended up using his "company litte safe" to greet the TST "good fellas" to fill in the  discreet security and event mangement posts before sending the Koreans to China (Covert operation , of course)

My old friend Grand Historian reminds me that not too many would know what I tried to say with this old story. Well, if pre-1992 “Underground” could catch the wind收風, how come the Upfront now has no-body to pass them a word過野. Perhaps  the related HK business factions do not bother now
