heartless people

          Some years ago when I lived in Central, heartless (cruel, unkind) people in a nearby building kept their dog outside on a balcony when they went on holiday. The dog barked incessantly (non-stop, constantly) for four days, making it impossible for me to sleep. The police told me they could do nothing because there was no one in the flat. They had no legal right to break down the door. Hong Kong’s law against cruelty to animals is outdated even though many Hong Kong people are becoming dog owners.

          The Society for the Prevention of Cruelty to Animals (SPCA) has often said it is an uphill battle to stop cruelty to animals because of Hong Kong’s outdated laws and lax enforcement of laws. The expression “uphill battle” means something that is very difficult to do or achieve. If there is lax enforcement of a law, it means the law is not strictly enforced. When I moved to Tseung Kwan O a year ago, I seldom heard dogs bark even though the building where I live allows dogs. But about two months ago I began hearing a dog bark very often in a flat one or two floors below me.

          The MTR manages the building where I live. I complained to the MTR management several times. Every time I complained, it promised to warn dog owners but, in fact, it did nothing. I complained to the chairman of the flat owners’ corporation. He offered to help and told the MTR management to handle my complaint. But the MTR management ignored even the chairman of the flat owners’ corporation by not warning the dog owner. The MTR used to have a very good reputation but its reputation now sucks. The word “suck” has many meanings but used as a slang word it means very bad. The MTR’s reputation sucks because of overcrowded trains, scandals over the new Sha Tin to Central line, and the lousy way it handled passenger crowds after the recent typhoon. If the MTR continues to ignore my complaints, I will tell the SPCA the MTR has refused to investigate why the dog near my flat barks so often.

          許些年前我還住在中環,住在附近大廈的一些無情的(heartless)人去度假的時候,會將他們的狗隻留在露台上。那頭狗會無止境地(incessantly)吠叫整整四天,令我根本無法入眠。警察告訴我他們甚麼也做不了,因為沒有人在單位內,他們沒有權力去爆門入屋。香港對於虐待動物的法例已經過時,即使已有許多香港人做了狗主。

          香港愛護動物協會常說,因着香港的過時的法例和寬鬆(lax)的執法,要制止虐待動物是一場硬戰(uphill battle)。習語“uphill battle”解作苦戰或硬戰,指某事很難做到。若執法是 lax的,即是說該法例並非嚴謹的執行。我一年前搬至將軍澳時,即使我住的大廈是容許養狗的,我仍很少聽到狗吠。然而大概在兩個月前,我開始聽到低我一或兩層樓的某一單位,有一頭狗經常吠叫。

          我所住的大廈是由港鐵管理的。我曾數度向港鐵管理處投訴。每次我投訴過後,他們都承諾會警告狗主,但事實上,他們甚麼也沒做過。我向業主立案法團的主席投訴過,他也提出幫忙,告之港鐵管理處得處理我的投訴。但港鐵管理處連業主立案法團主席也無視了,並沒有去警告狗主。港鐵過去曾經有非常好的聲譽,但現在它的聲譽糟透(sucks)了。Suck有許多意思,但作俚語用則解作差勁、糟透了。港鐵的名聲糟透(sucks),是因為列車過分擠迫、新沙中線的醜聞,以及最近颱風過後它處理乘客人流的差劣手法。若港鐵持續無視我的投訴,我會跟愛護動物協會說,港鐵拒絕調查為何我單位附近的狗隻經常吠叫。
