腦魔問:What Ms Cheung has commented upon is essentially the same as what's in my thought, as in my view her rationale upon the issue precisely depicted the gist and tenet of the operation of a free market. I admit it is wrong to say the adoption of such market will necessarily achieve social justice, but as history has shown that it's inarguably the most efficient system has ever been developed to allocate resource. To some extent, I see interventions to achieve certain social goals and the operation of free market as a trade off. You can say I am a believer in a price-dominated-market, and I can tell you yes I am such person. However I also can assure you I am not the only person in HK who believes in this. True it is that Government should be entitled with power to intervene in order to fulfill equity for the financially-weaker group, but such discretion to intervene should be used in the very limited and restrictive sense. First benefit to this mentality is the retention of a price-dominated market that most investors treasure. Second is that it can prevent Government from acting coercively. The equilibrium between the two (social justice & free market) should be found on the context of contemporary social value. In the current housing issue, this can mean how the society conceives a minimal or acceptable living standard. Thus it is subjected to change in accordance to time. Please condone my poor expression on my own idea, but an illustrative example to draw connection between shift in social perception on living standard and Government policy on housing can be seen from the change from Zinc plate temporary housing area to the public rental housing estate. My humble opinion is that the provision of affordable housing with reasonable quality is congruent to current social acceptable living standard, but the provision of housing with sea view is not. To quote from Ms Cheung “我們不能直接「刧富濟貧」,地價就是其中一個抽稅的渠道。”, it really speaks to my heart.
政府照顧市民已有公屋安排,當公屋居民有能力後,就應該退回公屋,自購私樓。
目前中小型私樓價格尚算合理,二百餘萬在市區也能購入大型屋苑單位,有泳池有會所。
要明白,政府取得巨額賣地收益後,可分配到公屋興建,基建發展,社福、教育和醫療等方面。這些都對廣大市民有益。
試想想,海景居屋受惠者有多少人?一個屋苑只有千戶!那麼我們是否要撥出更多資源去照顧數以百萬計,居住在公屋或生活在貧窮線以下的市民福址?
我們不能直接「刧富濟貧」,地價就是其中一個抽稅的渠道。
